Having served as a Major in the Revolutionary War, he was elected as a Congressman from North Carolina to the Fourth Congress and served from 1795 to 1797. He served twice as a Senator from North Carolina (1799 to 1805 and 1807 to 1813), including service as President Pro Tempore of the Senate in the Eighth Congress. He was appointed a Commissioner to treat with the Chickasaw Indians in 1817, and was elected Governor of North Carolina, serving from 1820 to 1821. His remains were moved from Surry County, North Carolina, to the Guilford Courthouse National Military Park, site of the Battle of Guilford Courthouse.

     "Jesse Franklin (March 24, 1760 – August 31, 1823) was the Democratic-Republican U.S. senator from the U.S. state of North Carolina between 1799 and 1805 and between 1807 and 1813. He later served as the 20th Governor of North Carolina from 1820 to 1821.
     "Jesse Franklin was the brother of Meshack Franklin, who also served in Congress. Jesse Franklin was born in Orange County, Virginia on March 24, 1760. He was the son of Bernard and Mary Franklin, the third of seven sons. Franklin moved to North Carolina with his father in 1774 and served as major during the Revolutionary War. During the war he was captured by Tories, but escaped. Franklin was in the Battle of Kings Mountain and served as Adjutant of Colonel Benjamin Cleveland's battalion. (Cleveland was a relative of Franklin's.) He was also at the Battle of Guilford Court House. He performed further service in partisan warfare against Tories in North Carolina, service that continued to the end of the war. In Greensboro there is a monument to Revolutionary War soldiers Joseph Winston, Jesse Franklin and Richard Taliaferro, the gift of Governor Thomas M. Holt. He was a member of the state legislature in 1793-1794 and 1797-1798. He was elected to the Fourth Congress and served from March 4, 1795 to March 4, 1797. Jesse Franklin was elected as a Democratic Republican to the United States Senate and served from March 4, 1799 to March 4, 1805. Franklin was put up by the Legislature for re-election in December, 1804, but Republicans at the time were divided in their support of him and Federalists did not think highly of him, and he was defeated.[1] Franklin served as President pro tempore of the Senate during the Eighth Congress. Franklin served as a state senator in 1805-1806. In 1806 he was again elected as a Democratic Republican to the United States Senate and served from March 4, 1807 until March 4, 1813. During his second period as a Senator, Franklin was known as an advocate of Madison's war measures, and as an opponent of monopolies and central banks. Franklin was appointed a commissioner to negotiate with the Chickasaw Indians near the site of present-day Memphis in 1817, an appointment he accepted at the request of General Andrew Jackson. He was Governor of North Carolina from 1820 to 1821. During his term as Governor, the Canova statue was placed at the state Capitol in a new addition containing a rotunda that was considered an appropriate area for displaying it. As Governor, Franklin was considered to be conscientious and practical. He advocated reform in the treatment of criminals, including abolition of ear cropping. Franklin died in Surry County, North Carolina on August 31, 1823. He was interred at the old National Park at Guilford battleground, near Greensboro."⁴

     Deaths: At her residence in Surry county, on the 20th of February, after a very short indisposition, in about the 69th year of her age, the much lamented Mrs. Meekey Franklin, widow and Relict of Jess Franklin, dec. late a Governor of this State. She has left eight children and a long train of connections, and a large circle of acquaintances to deplore her irreparable loss. Of her, it may be truly said, one of the brightest ornaments of society is gone. She was one of those rare characters, who in her many deeds of charity and benevolence, acted from disinterested motives. The poor of her neighborhood, can well testify to this amiable trait in her character.—Without dissimulation, she extended the hand of friendship—envy had no dominion over her—she never detracted from the character of others.—"Do unto others as we would have them do unto us," was her golden rule of conduct. In all the various relations of mother, mistress and neighbor, she was an excellent pattern for imitation—and in all the social obligations of life, she was truly exemplary in the discharge of her duties. Note***
     Following his wife's death in 1873, he moved from MO to CA and lived with his married daughter, Judith and her husband, Pleasant C. Hodges in Gilroy, Santa Clara, CA. Also residing there were two unmarried daughters, Mary Cleveland & Susan Elizabeth.
     After the deaths of their father and sister, both Mary and Susan returned to Lone Jack, MO where they died and were buried.

     "B7A3. ROBERT NALL (William, Richard, Martin) was born 24 Sept. 1767 in Orange Co., Va.,¹ the son of William and Rebecca² (Holloway) Nall.¹ He died in 1858 in Obion Co., Tenn.¹
     "Robert Nail and Mary Franklin were married 12 Feb. 1796 in Surry Co., N . C. ³ She was born 14 May 1770 in Virginia,¹ and died 7 Feb. 1836 in Hawkins Co., Tenn.¹ Her parents were Bernard and Mary (Cleveland) Franklin.¹
     "Robert Nail married second on 5 Sept. 1836 in Hawkins, Co., Tenn., to Minerva Matlock,⁴ They were living in 1850 in Obion Co., Tenn. According to the census report, she was born about 1804 in Tennessee.⁵ They apparently had no children.
     "At age nineteen in 1786 Robert Nall began a long association with land transactions, when he witnessed a deed between Benjamin Cleveland and William Scott in Wilkes Co., N . C.⁶ During the next twenty years he was grantee and grantor of numerous deeds of land in Wilkes Co. and Ashe Co., N . C . ^{7, 8} as well as a frequent witness. From 1800 to 1804 he registered in Ashe Co., N.C, State Grants for land totaling over 4800 acres located in Wilkes Co. and Ashe Co.⁹ Robert Nall was living in Ashe Co., N.C. in 1800.¹⁰
     "By 24 Sept. 1805 Robert Nall had joined his parents and brothers in Tennessee. In an Ashe Co., N . C ., grantor deed he is referred to as "Robert Nall of Hawkins Co., Tenn. " ¹¹ On 21 May 1806 he sold several tracts of land in one deed to John Cox in Ashe Co., N . C.¹² His first purchase of land in Hawkins Co., Tenn., was 136 acres in Carters Valley on 25 Sept. 1807.¹³
     "Robert Nail entered into a business agreement with Richard Nugent on 12 Apr. 1808. In exchange for "a certain parcel of Land Containing one hundred and Sixty nine Square poles [rods] . . . line of the Land that said Nall lives on . . ." Richard Nugent was to keep up " . . . a wheelright or wagon makers Shop" for Robert Nall's "convenientcy".¹⁴ On 27 Feb. 1810 Robert Nall made a similar agreement with Jacob Kline: " . . . one acre and one fourth of an acre being a part -of—the- Land that said Nall lives on . . . near where Hutson John had formerly a Blacksmith Shop . . . " " . . . in consideration of having a Tanyard near him . . , "¹⁵
     "Robert Nall appeared in the 1830 and 1840 census returns of Hawkins Co., Tenn.,¹⁶ where he continued to buy and sell land until 1846, when he apparently sold out his holdings¹⁷ and moved across the state to Obion Co., on the Mississippi River near present Tiptonville, Tenn.
     "In a letter written by Thomas Botts Nalle (Jesse Francis, John, Martin) to his mother, Ann (Botts) Nalle, in Virginia, on 23 June 1848 from Memphis, Tenn., he wrote:

‘. . . On my way down here in May the Steamboat stopped at a woodyard about 80 miles below the Mouth of the Ohio River where I met with old Mr. Robt. Nalle, who is living with his son at the woodyard. They have a small farm and a few negroes. Nothing extra-ordinary. The old man heard some of the passengers who were standing by call my name. He then said that was his name and asked me what county I was from and what my father's name was. Said he knew aU the family well. Asked me if I had a brother in the Navy. Said he had heard there was one in the Navy. When I told him I was the one and was then on my way to Memphis he pressed me to come up and see him. Said his son with whom he was living would be very glad to see me. The old man was quite plainly dressed standing in his shirt sleeves on the river bank sellng wood to the steam boats. The house they lived in was one of logs one story high with two rooms each about 12 or 14 feet square and a small passage in the middle, chimney at each end of logs with mud . . .’18

"The 1850 census shows Robert Nall and his second wife, Minerva, living in the household of his son, Robert Nall.⁵His son Abner F. Nail was also living in Obion Co., Tenn., in 1850.¹⁹
