BIOGRAPHY: Born in 1542 the son of the celebrated statesman, William Cecil, Lord Burghley, he lost his mother in 1543. In 1561, together with his tutor, Mr. Windebank, he went to the continent in order to learn languages and good manners. However, he failed to learn French and spent too much money. Burghley was furious when he received a letter from Mr. Windebank telling him that Thomas had broken open his tutor's strong-box in order to get more money to spend on his pleasures, and also that he was in the process of seducing the daughter of a respectable French family.
However, after two years he returned home, married, and settled down to live a respectable life of public service, the loyal supporter of his famous father and later of his famous younger half-brother. His first wife was Dorothy Nevill, daughter of Lord Latimer; and after she died he married again in 1610, this time a widow, Frances Brydges, who was thirty-eight years his junior.
He became M.P. for Stamford 1563-1567, 1571 and 1572-1583; for Lincoln 1584-1587 and Northants 1592-1593. He served at the storming of Edinburgh 28 May 1573 and was knighted by Queen Elizabeth I on 18 July 1575. Sir Thomas Cecil was Captain of the Horse in the wars in the Low Countries and Governor of Den Briel from 1585 until 1587. He volunteered in the fleet to fight the Spanish Armada in 1588 and in 1598 he succeeded his father as Baron Burghley.
He was Lord Lieutenant of county York 1599-1603; Lord President of the Council of the North 1599-1603; Colonel of the London Foot in 1601, in which capacity he contributed greatly to the suppression of the insurrection of the Earl of Essex. He was made Knight of the Garter on 23 April 1601 and was installed as such on 20 May.
