Book Title: PROPERTY TAX LIST Of CULPEPER COUNTY VIRGINIA AND NAMES OF SLAVES 1783

COMPILED BY
MRS. GARLAND C. NORRIS
RALEIGH, N.C.

Culpeper County, Virginia, was formed 1748, being taken from Orange County.
The territory included what is now Culpeper, Madison (1792) and Rappahannock (1833). It was named for Lord Culpeper, who served as Governor of Virginia from 1680 to 1683.

On a hill in the western outskirts of Culpeper the famous Culpeper Minute Men were organized 1775.

This list of property owners' and slaves' names was taken from list preserved in Archives Division, Virginia State Library, Richmond, by Mrs. Garland C. Norris, a member of the Culpeper Minute Men Chapter, D. A. R.

Subject: Re: [MARSHALL] Earliest Marshall Ancestor

The earliest Marshall that I know about is a Thomas Marshall. His will is dated 1793 and probated 1794 in Culpeper County, Virginia I've searched for years to find who his parents were and where and when he was born but can find nothing beyond his will. I would appreciate any information. I am a descendant through his daughter Elizabeth who married Zachariah Petty.

Could it be that the Thomas Marshall who married Susannah Smoot returned to Culpeper County Virginia? I have a Thomas Marshalls will dated 1793 and in the will names his wife as "Zannah".

; From Betty EVANS'S Family Tree:
"NOTE:Through Dr. Don Bickers of Atlanta, I have photos of a church restored by the German Government near Beverstedt, Germany (Altluneburg, where Gerrit Bickers came from). The builder of the church migrated out but his daughter Frieda married the Administrator, an Oldenberg. They were part of the Dynasty von Luneburg and each family had a position - the Bickers were the Magistrates and conducted court around a Justice Stone (also restored) in the forest. The family crests bear the names Bicker, Bickers, Bikkers. The Bickers migrated out through Amsterdam, across the North Sea, to the northernmost tip of Scotland and on down. Russ, in CA, was told that the Bickers were in the entourage of the Price of Orange when he went to England to marry the Queen. While serving in Gen. Eisenhower's HQ near Paris, I was asked if I was from northern Germany and I couldn't figure out why, or why my English Colonel boss kept saying that if I had black hair instead of blond, I would look like Princess Margaret - which is probably why I was sent to the entrance of SHAPE HQ one day to welcome Prime Minister Churchill, whom my boss knew personally. I guess he wanted to see this American Sgt. Anyway, I also discovered that there were Bickers in Prussia, Russia, Lithuania, etc. If you check the 1930 census, you will find them in America. Even some who spoke Yiddish - maybe we're part of the 'missing tribe'with God's promises."5

As I understand this statement, it is possible (likely) that Robert BICKERS (c1712-c1808) arrived in VA before 1735. As his wife is mentioned in a Spotsylvania Co. docusment of 6 June 1732, he was undoubtedly there at least by this date. GA Vaut.8,9

NOTE:JOHN BICKERS (G2/R1)
2ND GENERATION
Virginia ca1734-1799
m. Sarah
Son of Robert Bickers (G1) & Elizabeth VA ca1709-1808
Draft as of 11 February 2003
Note: Spelling used in the following research is that used in documents

John Bickers (G2/R1), of the Second Generation of Robert & Elizabeth Bickers of Orange County, was born in Orange County, Virginia, about 1734. As proof that John Bickers was the son of Robert Bickers, reference is made to the following copy of a deed from Robert Bickers to his two sons, William Bickers (G2/R1) and Robert Bickers, Jr. (G2/R1), indicating by document that William Bickers and Robert Bickers, Jr., were sons of Robert Bickers, together with an abstract copy of deed from Robert Bickers, Jr., to his brother John Bickers (G2/R1). These two documents prove that John Bickers was a brother of Robert Bickers, Jr., as well as being a son of Robert Bickers (G1).
24 June 1816: Deed, Heirs of John Bickers to Sheriff John Henshaw
The marriage of Lewis Bickers (G3/John2), son of John (G2/R1) & Sarah Bickers, is recorded in Green County, Georgia, in 1795, indicating that Lewis went to Georgia before his widowed mother. Jonathan Bickers (G3/John2) was on Georgia Tax Lists for 1805 (Greene/fa); 1809 (Greene/CA); and 1815 (Greene). John Bickers, Jr. (G3/John2), was married in Greene County, Georgia, about 1811, suggesting that Sarah moved to Greene County between 1801 and 1811. Sarah signed some deeds in Virginia as ?Sally', received land in the 1821 Lottery:
Sally Bickers, Greene Co, Scotts Military District, lot/Sec 116/6; Drew: Monroe.
The date of John Bickers' death is not known, but he was deceased in Orange County, Virginia, by 01 December 1799 [see land transaction with Webb], before his wife, Sarah, and her children moved to Greene County, Georgia. According to the following abstract copy of release deed from Sarah and her children, Sarah was still living in 1822 at which time she would have been approximately 77 years old:
"Deeds HH, page 258 -- November 26th 1822. KNOW all men by these presents that we William Bickers and Franklin C. Heard of Greene County and State of Georgia, are held and firmly bound unto Elizabeth Bickers, widow of Jonathan Bickers, late of said county, deceased, in the just and full sum of six thousand dollars for the true and faithful payments of which said sum we do hereby bind ourselves, our heirs, executors, administrators and assigns-----this 16th day of November 1822.
----The condition is such that whereas Jonathan Bickers, late husband of the above named Elizabeth Bickers, departed this life intestate, leaving as his only heirs the said Elizabeth, his widow, Sarah Bickers, his mother, John Bickers and the above bound William Bickers, and Elizabeth Bickers, Lucy Bickers, Fanny Bickers his sister, and Jonas Cartwright in the right of his wife, Jemima Cartwright, formerly Jemima Bickers, another sister, and heirs of Lewis Bickers, deceased, brother, or the said Lewis himself if in life, and it being the wish of said Elizabeth Bickers, widow of said deceased, and the said William Bickers for himself and in behalf of the other heirs of the said deceased above named, to settle and divide the estate both real and personal without administration---the said William Bickers doth covenant and agree to give the said Elizabeth Bickers, widow, as her moiety of estate of her late husband, ten acres of land including the house where she now lives, and 50 acres of woodland adjacent thereto, and the four slaves, Irvin, Ann, Ben, and Frank.--November 26, 1822. J.W. Tally and George Watkins, Teste: Recorded 29th of November 1822." Note: Lewis Bickers had gone to TN by 1810 and evidently was no longer in touch with his family.
As listed in the foregoing copy of abstract of release deed, the names of the children of John Bickers (G2/R1) & Sarah:
Lewis Bickers (G3/John2)
Jonathan Bickers (G3/John2)
Lucy Bickers (G3/John2)
Frances G. Bickers (G3/John2) ?Fanny'
Jemima Bickers (G3/John2) ?Jenny'
John Bickers, Jr. (G3/John2)
William B. Bickers (G3/John2)
Elizabeth Bickers (G3/John2) ?Betsy'

This John Buckner could be one of two people, John Buckner of Stafford d. 1748 or John Buckner of Stafford d. 1752. The former DSP and left most of his property to his Stith nephews. The latter did actually have a wife and one daughter at the time of his death, named in his will, not to mention a sister.
Now, we actually know a lot about the first John Buckner. He was the younger son of William Buckner of York and Katherine Ballard. There's no way Ann Marshall could be his grandmother unless she was the grandmother of a unknown predeceased wife. Therefore, I think the John Buckner in this will is the younger John Buckner, and Ann Marshall could either be his blood grandmother or his wife's. All I've been able to figure out about this John Buckner's parents is that he almost certainly was a grandson of Phillip Buckner of Stafford, because he inherited half of Phillip's property (with his apparent cousin Peyton Buckner getting the other half). Phillip's wife was in fact named Ann (probably Ann Gillson, dau. of Andrew Gillson), so it's not entirely out of the question that Ann Marshall is Phillip's remarried widow. However, since Phillip doesn't mention a living wife in his will, I've always assumed that she predeceased him, despite being a fair bit younger.
Therefore, I think you're left with (A) Phillip's son's mother-in-law or (B, less likely, IMO) John's wife's grandmother. John's wife was named Elizabeth and later remarried to Zacharias Brazier. In her 1795 will, she indicated that she inherited slaves from her mother Mary Fouke. Gerard and Chandler Fouke were apparently Eliz.'s coheir-brothers, so she was probably Elizabeth b. 1727 the daughter of Gerard Fouke and Mary Fossaker. Assuming the Fouke researchers aren't totally wrong, she did not have a grandmother named Ann. Therefore, by process of elimination, Anne Marshall was probably the mother of the wife of one of Phillip Buckner's sons, either Robert (d. 1718) or Andrew.
Based on encountering numerous cases like this, I would say that the basic scenario here is that John's parents were dead and that he was raised by his old granny Marshall, as all of his close paternal relatives were well and truly dead by 1720. It still remains to be seen whether John and his sister Sarah were children of Robert or Andrew, but I think it's pretty sure that it was one of the two.
(Thanks to Scott Kendall for ferreting out most of the data that I used above.)

Biog./Hist. Note During its session begun in May 1780 the General Assembly passed an act authorizing the governor to impress supplies needed by the American army. The governor appointed commissioners of the provision law in each locality to carry out the terms of the act. The commissioner, when he impressed property, gave the owner a certificate describing what was taken. Between 1781 and 1783 county courts held special sessions at which certificates were presented and authenticated, and booklets listing authenticated certificates were compiled and sent to Richmond for settlement. Two commissioners appointed to settle the claims recorded those for which they authorized payment, and warrants were issued by the auditor of public accounts.

THE REVEREND WILLIAM PETTY, SR.
(ca 1710-30, ca 1805)

(The original draft of this chapter, written by Wright W. Frost and T. R. Howard, is being presented in its entirety, except for a few minor changes and rearrangements to make it fit the continuity of this book - H. P.)

The history of the Reverend William Petty, Sr., Baptist minister of early Surry County, North Carolina, has been the subject of many genealogical researchers. Though not all of their conclusions are fully proven, we must remember that we are dealing with the Colonial Period and that surviving records are scanty. Some of the material which follows is not documented but is presented as hypotheses in the hopes of guiding further research.

The Reverend William Petty is reputed to have been the second son of Thomas Petty IV, who married Elizabeth Moore in Richmond County, Virginia, on August 24, 1727 (see page 5,#5). Their oldest son, Francis Moore Petty, was born June 27, 1728, as shown by a baptismal record in North Farnham Parish where they married. William's name first appears in a 99 year lease recorded in 1735 in Orange County, Virginia; so his birthdate has been estimated as being about 1730. The absence of a church record for him in North Farnham probably indicates that his parents had moved to Spotsylvania County, Virginia, prior to his birth. The use of the youngest son's name in a land lease was customary when leasing land for a longer period than the probable life span of the parent.

The Petty family settled in an area near the meeting of the Rappahannock and Rapidan Rivers. In 1734 this land became a part of Orange County. (The 1735 land lease mentioned previously also mentions Thomas Petty IV's younger brother, another William (b. 1710) and William's son Theophilus. According to a 1775 land record of Chatham County, North Carolina, this William, brother to Thomas, also had another son, William, Jr., born about 1740. The presence of this other William Petty (b. 1710) and his son William Petty, Jr. (b. 1740), has complicated the interpretation of existing records. Comments on this William, Jr., will be limited to the hypothesis that he was the Revolutionary soldier who married Mildred Phelps about 1774 and died in Halifax County, Virginia, in 1827 (Rev. Pension Record W-18747).

1756 land records indicate that Thomas Petty IV and his brother William (b. 1710) had moved their families to Lunenburg County,

Page 33

Virginia, possibly as early as 1751. Halifax County was formed from Lunenburg in 1752, Charlotte from Lunenburg in 1765, and Pittsylvania from Haliax in 1767. An understanding of the sequence of county formation in Colonial Virginia is important to an interlJretation of Petty family history through land records.

Our subject William Petty (b. ca 1730) married about 1754 in Culpeper County, Virginia to one Lettice ________. Some researchers say he was married twice but there is no evidence to support the theory that his first wife was the Elizabeth Petty listed as a daughter in the 1794 will of Thomas Marshall of Culpeper County, Virginia; but there is ample evidence that it was William's cousin, ZACHARIAH PETTY, who married this ELIZABETH MARSHALL about 1762. The colonial records for a William and Elizabeth Petty in the Lunenburg County area are probably for William Petty (b. 1710) our subject's uncle, who is reported to have married an Elizabeth in Orange County about 1734. Assuming, as it now seems proper to do, that our subject William Petty (1730), son of Thomas Petty IV, was not the William Petty on record in Lunenburg with wife Elizabeth, where was he? Did he remain in Northern Virginia and marry there when his father went South to Lunenburg County along with other Petty relatives? If so, no records have been found to indicate it save perhaps the sworn statement of his son William in his pension application that he was born in Fauquier or Stafford County, Virginia on March 13, 1764. Wherever he and his family may have been from 1764 and earlier, our subject William Petty (1730) purchased 200 acres of land on Wallace Creek in Charlotte County, Virginia on August 1, 1770, from William and Joseph Crews (Charlotte County Deed Book 3, Page 330). Whether our William Petty ever lived in Charlotte County is not certain from information at hand; but he was a resident of neighboring Pittsylvania County by 1773 when "William Petty of Pittsylvania County" sold land he purchased from William and Joseph Crews (Charlotte County Deed Book 3, Page 360).
His wife Lettice (Lettie, Letty, Lettitia) relinquished her dower right, and in so doing forged one of the strongest links between the William Petty of Pittsylvania County, Virginia, in 1773 and the William Petty whose will was probated in Clark County, Kentucky, on May 27, 1805, naming among others his widow Lettis and his daughter, Elizabeth Dodson. Even before selling his land in Charlotte County, William Petty had on January 1, 1772, purchased 150 acres of land on both sides of Double Creek in Pittsylvania County (Pittsylvania County Deed Book 2, Page 437) which he sold in two separate tracts on August 17, 1778, while still listed as a resident of Pittsylvania County (Pittsylvania County Deed Book 5, Page 23 and 25).
