; Roger-Bernard Ier semble avoir occupé l'ensemble de son règne à des questions religieuses. A Pamiers, en diverses occasions (1149, 1163), il restitua des biens à l'Eglise de Saint-Antonin de Fredelas (premier nom de cette ville) et établit un paréage (accord) avec les ecclésiastiques du lieu pour se partager les charges et droits : la garde et la défense, ainsi que la moitié du village et de la justice pour le Comte et ses successeurs. Un autre paréage fut conclut avec l'abbaye de Saint-Volusien sur la ville de Foix (1168) (moitié de la justice, des rentes et biens ..etc...) L'abbaye de Boulbonne eut aussi droit à des donations (1161,1163).
L'acte de mariage de Roger-Bernard de Foix (11 juillet 1151) avec Cécile (fille du Vicomte Raimond Trencavet de Carcassonne) montre qu'il se déclarait vassal du Comte de Barcelone. Faut-il comprendre vassalité pour des domaines situés dans la région de Carcassonne ou vassalité arrachée sur les Comtes de Toulouse ? Car à ce moment là, les Comtes de Barcelone forcaient les féodaux à reconnaître leur suzeraineté dans le cadre de leur mainmise sur le Midi. De plus, la Maison de Barcelone venait de prendre Tortose (1148) sur les Musulmans et de récupérer la Courrone d'Aragon (1137) ; tout cela donnait du prestige aux barcelonais.
Cependant; le Comte de Foix réussit à se tenir à l'écart d'une première guerre déclenchée par le Comte Raimond-Béranger IV de Barcelone, allié au Roi d'Angleterre (ce dernier dans sa propre guerre contre le Roi de France Louis VII), contre la Maison de Toulouse (1159). Roger-Bernard Ier préférait étendre et consolider ses domaines grâce à des accords (avec les seigneurs de Dun en 1162) et des mariages.
Par contre, il semblerais que Roger-Bernard Ier n'ait pu éviter la guerre vers l'année 1185, toujours dans le cadre des tentatives de la Maison de Barcelone pour conquérir le Midi de la France. Seul Bernard IV de Comminges serait resté neutre. En effet, le Roi d'Aragon (Comte de Barcelone) aurait confié le gouvernement de la Provence (fief reconnu par le traité de 1185 sous la suzeraineté aragonaise) au Comte de Foix. Ce dernier se serait alors joliment illustré.
Décédé en novembre 1188, comme beaucoup de Comtes de Foix, Roger-Bernard Ier a été inhumé en l'abbaye de Boulbonne. Son fils Raimond-Roger lui succéda.6
