He administered on his father's estates in 1709. He represented Kent Co in the Maryland Assembly 1722-4 (House Journals). He was of age by 1712.
He appears to have married twice to two Anns due to the wide range in his children's ages. His wife Ann Park could not have had children for so many years (37 years between oldest and youngest). It is my conclusion that the first wife was Ann Park and the second wife was Ann Moore.

Ann Moore died after 1737.
EDV-6.
; Barnes & Wright (p. 38) give Anne Park (b c1695, dau of Robert Park and Mary Park) as the wife of this William Blackiston. I (GAV) have chosen to follow Christou's reasoning simply because of the amount of research he has put into this line.2
; Christou: "The reference in the will of William Blackiston to a William Moore leads me to believe the wife Ann is actually a Moore. Also William Blackiston is named as next of kin in John Moore's estate in 1729. One record said Ann Moore married Hance Blackiston but due to chronology however, I believe she was his mother."1
In William Blackiston Sr.'s will dated 16 March 1736/37 at Kent Co., Maryland, USA, Ann Moore was named as executor;

EDV-6.
; Barnes & Wright (p.
In William Blackiston Sr.'s will dated 16 March 1736/37 at Kent Co., Maryland, USA, Ann Moore was named as executor;

email from Barbara Apsley Miller (12 Feb 1999):
Greg, thank you for sending the GED/COM file. You have some info I can add
into the Rasin file, but I think I have information which might clarify some
things. I am not ruling out some confusion over the Apsley/Ashley families,
but I have researched the Apsley name exclusively for about 15 years,
examining hundreds of documents and I disagree with all that say they were the
same family. An Edward Apsley arrived aboard the ship Globe in Kent County,
Maryland in 1678. I don't know whom he married, but a child of that marriage
ends up in the household of Michael Miller, merchant of Chestertown and is
mentioned in Michael's 1699 will. There is no doubt that that Michael is
bestowed land in the Worton area, is married at least twice, and dies in 1781
as evidenced by an inventory. A second marriage of his is to Ann Roberts
daughter of Robert Roberts who married second Mary ASHLEY widow of John
Ashely.(It is at this point that I believe the confusion comes in, although
several Kent County researchers including the Abels, and Cooper are still
insistant that they are the same family. I ask that you have an open mind,
read what I am sending, and let me know what you think. I don't know whether
you are familiar with Chris Christou, a researcher/writer who clarified the
identity of Martha Wroth Apsley's second husband, Captain William Blackiston
Rasin, as being distinct from another William Rasin who was a contemporary?1,7,8,9,10

05 Jun 2023, Biography curtesy of contributor 46491266 -
BIRTH: Estimated to be before 1660 based on age of 18 at marriage. She was daughter of John Tucker and Rose (likely Sturman). She was under 18 in 1672 based on gift of Thomas Gerard.
DEED: 1/28/1672-73: Deed of gift from Thomas Gerard, Esq. of Westmoreland Co., VA to John Tucker, Gerard Tucker, Sarah Tucker, and Rose Tucker "children of the deceased Mr. John Tucker in the county afsd. begotten by him on my now loving wife, Mrs. Rose Gerard" to be delivered to them at the age of 18 (Colonial Virginians and Their Maryland Relatives, Tucker).
MARRIAGE: Ebenezer Blackiston of Cecil Co, Married Widow and admtrx of William Pike, A.A. Co. 1679. Liber VI p. 474 (not sure if this is Rose Tucker) MHM Vol. XVI NO 3 p. 290
MARRIAGE: Rose Tucker married Ebenezer Blackistone after 1677 and before 1681 to Ebenezer since Ebenezer's first wife was named in her mother's Ann Tolsons 1677 will and the 1681 Letter to the Attorney General of MD asking for a divorce.
DIVORCE: This was a letter requesting a divorce for Rose from Ebenezer. I have not found for certain if it was approved. Dated 6/8/1681: Letter to Kenelm Cheseldine, Attorney General of MD, from William Fitzhugh. "Sir. The cruelty of Mr. Blackston towards my sister-in-law is grown so notorious and cruel that there is no possibility of keeping it any longer private with the preservation of her life, his cruelty already having occasioned her to make two or three attempts to destroy herself, which is not timely prevented will inevitably follow, therefore Sr. in relation of my affinity to her, as also at the instance and request of Mr. Newton, to propose some remedy. I think there's some means to be used for a separation, because of his continued cruelty, which in England is practical, here in Virginia it is a rare case, of which nature I have known but one which was between Mrs. Brent and her husband, Mr. Giles Brent; the case thus managed; she petitions the Governor and Council, setting forth his inhumane usage, upon which Petition, the Court orders her to live separate from him and he to allow her a maintenance, according to his quality and estate and to make his appearance at the next General Court, before which Court he died and so no further proceedings therein Mr. Newton can given you a full account of his cruelty and barbarity toward her and has evidences ready to prove, therefore I advised him to consult you for the manner of proceeding therein, and earnestly request you will assist him in it. It cannot properly be called a divorce, but a separation rather, for I find in Cooke on Littleton folio 235, several sorts of Divorces a Vinvulo Matromonii, but Divorces propter Saevitiam and cause Adulterii are more properly separations, because no Dissolutions a Vinculo Matromonii but only a Mensa et thoro, and the Coverture continues and consequently a maintenance allowed her and dower after his deceased, as is plentifully set forth by those that treat thereof. You may find one precedent in Cooke Car. fo. 461-462 between Porter and his wife, whereupon prosecution it was decreed, Quod propter Sevitiam of her said husband and c. I question not but you are furnished with precedents of like nature, therefore your assistance and advice in this affair is desired by----Sir, Your W. ff.
She left him because of the abuse and may have moved to Westmoreland VA and married Edward Bathhurst after 1697.
DEATH: She likely died in Westmoreland VA where her family was from when she left her husband Ebenezer and married Edward Bathhurst.

James Clinton Rasin was listed as a resident in Dulany Rasin's household in the census report in 1840 at District 2, Kent Co., Maryland, USA;
Dulany was 24 in 1840 and though his name is listed as Head of Household, he could not have been the older male enumerated (aged 40-49). His father and mother were both living at the time and might be the older couple in the household. Dulany did not marry Mary Jane BECK until 1845, so it's unclear to whom the children belong, but they could well be Dulany's siblings.

Ann Elizabeth Rasin was listed as a resident in Dulany Rasin's household in the census report in 1840 at District 2, Kent Co., Maryland, USA;
